"The AIDS epidemic in Paraguay is getting younger, noting that nearly half of those newly infected are between 15 and 29 years old and about 70% are male, according to Dr. Nicolás Aguayo" said a press release on the media.

Let's see: Paraguay's epidemic is increasingly young, I understand, but what young people are most affected? And why he does not mention it?

Nicolás Aguayo has always received complaints and criticisms to the PRONASIDA and its operation, and until now, his only statement was that "young people have rights, but before they have obligations", which, in fact, it's true. Just let's move forward, ok?

Dr. Aguayo has been the Director of the National Programme to Fight AIDS (PRONASIDA, in spanish) for more than a decade, and obviously, if the infection rate in young people does not change for the better, it doesn't mean that it's a problem of young people and "their obligations", but rather a problem that has dragged the head of the PRONASIDA.

Case in point: The PRONASIDA does not have the adequate supply of condoms. For me, as a young paraguayan boy, annoys me too much the lack of something so vital for young people. We, paraguayan boys and girls,usually star having sex at an earlier age. How will he say that we, young people, must comply with our obligations if the Government itself fails on theirs obligations? And even more: how can he justify that the epidemic in our country is younger if the ONLY government entity responsible to take control of the HIV epidemic in Paraguay does not take care of their responsibilities to young people?

For over a decade, the PRONASIDA has been monopolizing the testing of HIV in the central clinic at which, we know well, people do not access because of the explicit violation existing on the right to confidentiality, and that does not count the degree of stigma and discrimination that generates to access this particular service. So, take a stand like "young people must comply with obligations to claim our rights" it's extremely unfortunate. And even more sad it's to know how some people openly think that young people have to take care of the obligations, when this institution does not have enough condoms to take care of our rights as young people.

For over a decade, the PRONASIDA undertaken locally and internationally to ignore the real and accurate data related to the epidemiological investigations carried out in our country, asserting that "Paraguay has a concentrated epidemic among pregnant women", when in fact it is well known taht the only feminized thing in our country on the HIV epidemic is the supply and demand of the HIV Test. The fact that the test is feminized it's not a proof to say that also the epidemic it's feminized, so in Paraguay, as in most of Latin America, we have a concentrated epidemic in gay men aged 15 to 24 years (which highlights once again that although the epidemic is young, they not mentioned which youth are most affected).

For over a decade, the PRONASIDA has not developed a single National Prevention Plan, and in fact, neither has a Plan National Strategic on epidemiology, which leads to the Program's budget is poor for both: prevention and treatment.

Then, again: how can he speak about the obligations of young people when the institution he leads is not responsible for their own?
